css - Is fixed width still responsive design? -

assuming site is:

  • initially set using fixed width
  • adapts via media queries
  • looks great @ various sizes

is still considered responsive, though flexible grid type layout not involved?

"responsive design" more of marketing term scientific practice, , there no standard it. whether or not design responsive subject opinion, if can viewed optimally across range of devices, people consider "responsive." in opinion single goal of responsive design. how achieved (including using fixed widths) not important in light of result.
